THE EMPIRE

To the north and west of this vast archipelago, THE EMPIRE has for centuries held the lands in an iron grip.

Led by the Imperial Family, this great nation endured civil wars, rebellions, disasters and conquered everything it ever wished to possess. Except these islands.

Only amongst the twisted waterways and narrow channels of these islands could independence be preserved, and if there is one sentiment that unites all the denizens here, be they natives, pirates or ninjas, it is their determination to never be brought under the heel of the Empire's dominion. Imperial ships are the constant targets of pirate cruises, and ninja warriors still strike unseen from the darkness whenever Imperial officers are uncovered, plotting their plots and scheming their schemes. Many otherwise-peaceful native nations are known to commit great atrocities upon any agents of the Empire they find among their lands. Many times Imperial forces have come seeking conquest or domination, and they have not been kind.

But the Empire has fallen on hard times. The Imperial Family is laid waste, and the once-proud court now cowers.

Where the Emperor once ruled, now the sneering and vicious eunuch sorcerers hold power. Their incredible sorceries and utter lack of mercy or compassion grip the nation in a dark terror. All who have resisted them have been swept away, either destroyed in apocalyptic battles, or else chased from the Empire to huddle in dark corners beyond, all dreams of restoration banished to impossibility.

Not every citizen of the Empire is an evil sorcerer, of course. This is a vast nation, with millions of people living within its borders. Many of these people come to the islands not as part of a conquering army, but only as ordinary folks looking to get by. Merchants, sailors, mercenaries and refugees all make their homes amidst the islands. They must deal with suspicion and distrust, and everywhere hatred and fear of the Empire holds sway, but for the most part these people lead perfectly ordinary lives and get along like anyone else.

Except of course for the spies. And the sorcerers.
