Gallow's Boy

When a murderer of children escapes his rightful hanging, a noose falls from the gallows upon the full moon. Out of it slides an unearthly child sticky with membrane.

That child is a Gallow's Boy and though it may be raised as a normal child always it seeks to bring the murderer to justice.
